Thick, dark hair on the chin, jawline, upper lip or chest is called hirsutism. It is often linked to PCOS, also called PCOD or PMOS, though other causes exist. The doctor assesses before drawing any conclusion.
Laser reduces hair at the follicle. It does not change hormone levels. When a hormonal cause is active, new hair can keep appearing in treated areas, so the doctor may suggest a hormonal assessment alongside laser.

It depends on your own spend. Waxing is a smaller amount paid again every few weeks; laser is a larger amount paid once over a course of sittings.
